Fernandes report contains a remarkable admission that the ills of the system pursued at Macao cannot be overcome so long as the employment of native recruiters is continued but suggests a mode in which the evil influence of those recruiters might, to a great extent, be neutralized, and the fraudulent extradition of unwilling Emigrants be prevented. His Grace may perhaps think it right to bring this report under the notice of Lord Stanley - I therefore enclose two copies of the paper.
It will be seen that in the Editorial article the manner in which Chinese emigration is conducted at Hongkong is strongly denounced, as affording protection to fraud and violence on the part of the native recruiters. The migration in question is that conducted by M. Lobschied as Agent for the Dutch Colony of Surinam, there being no emigration from Hongkong to British Colonies. I would submit that the attention of the Governor should be called to the remarks of the Editor of the "Overland China Mail" and that he should be requested to report on the subject.
